The rule that makes it a capsule
Every piece has to work with at least three others. If a jacket only works with one trouser, it is not a wardrobe piece. It is a costume. Test this literally: lay the item out and count the complete outfits it enters.
Colour discipline
Pick two neutral bases (navy and charcoal, or brown and stone) and one accent you actually like. Everything you buy afterwards has to live inside that palette. This is what makes a small wardrobe look intentional instead of sparse.
